Creating innovative learning environments cannot happen without supportive leadership. Research will tell you that innovation can't be mandated. Knowing this, leaders must find ways to empower teachers to develop the pedagogical practices focused on improving student learning. Traditional management systems will not provide a framework which allows for risk taking.
